Executive Council

Executive Council, comprised of the chancellor, vice chancellors and college presidents, guides the district towards reaching its mission and goals.

Dr. Richard Carpenter - Chancellor
Chancellor Carpenter oversees all activities of the Lone Star College System.

Renee' Smith Byas – Vice Chancellor, General Council/Human Resources
Vice Chancellor Byas directs the district’s legal and human resources matters.

Ray Laughter – Vice Chancellor, External Affairs
Vice Chancellor Laughter oversees the district’s public information, district communication, publications and other external affairs activities.

Cynthia Gilliam – Vice Chancellor, Business Affairs & Chief Financial Officer
Vice Chancellor Gilliam maintains the district’s business and financial activities.

Dr. Stephen Head – Lone Star College-North Harris
In his role as the College's chief administrative officer, he heads one of the largest of the five colleges in the Lone Star College System.

Dr. Linda Stegall – President, Lone Star College-Kingwood
Dr. Linda Stegall was named president of Lone Star College-Kingwood in August 1999.

Dr. Ray Hawkins– President, Lone Star College–Tomball
Dr. Raymond Hawkins has over 30 years of higher education experience, including 14 years as President of Tyler Junior College. He earned a Ph.D. at the University of Texas at Austin. His experience includes five years teaching and ten years in academic leadership positions prior to his appointment as President of Tyler Junior College in 1981.

Dr. Tom Butler – President, Lone Star College–Montgomery
In September 2002, Dr. Thomas Butler became the second president in Lone Star College–Montgomery's seven-year history. Butler, who was formerly the provost (campus chief executive officer) of the Annandale campus of Northern Virginia Community College (NVCC), was selected by Dr. John Pickelman after a comprehensive national search and interview process.

Dr. Diane Troyer – President, Lone Star College–CyFair
Dr. Diane Troyer, formerly the president at Lone Star College–Tomball was selected to lead Lone Star College–CyFair as its first president in October of 2000.
